Response to Mr. Merlin Jetton’s Critique of My Essays on Road Privatization – Part 18

I offer the eighteenth part of my response to Mr. Jetton’s critique of my essay, “How to Privatize the Roads: The Mechanisms and Benefits of Road Privatization.”

Mr. Jetton writes: “Does Mr. Stolyarov believe that no road contractors, who are in the private sector, do research? I also suggest he look into civil engineering departments at universities.”

Of course, I recognize that a considerable amount of quality research into constructing better roads is currently being done both by contractors and by universities. I do not dispute the possibility or the success of such research under the current system, and the links Mr. Jetton provided to examples thereof (here and here) discuss some highly promising work.

However, what I do doubt is that the ultimately political decision-making process regarding how to actually build or maintain any government-owned roads will take advantage of much of this research, or at least take advantage of it to the extent that a free-market entrepreneur would. As I am most familiar with the field of economics, I am best qualified to discuss it. In economics, for decades and even centuries, academicians have been writing papers on the greater effectiveness of free markets in providing virtually any conceivable consumer goods. But have politicians listened to these academicians? A small minority has, on a few occasions. But by and large, sound research tends to be ignored in favor of considerations of political expediency.

Likewise, government departments today, such as the FDA (Food and Drug Administration) and the EPA (Environmental Protection Agency) have many quality economists working for them who give sound recommendations. However, these recommendations tend to be routinely brushed aside and the economists given a difficult time because they refuse to rubber-stamp the agency heads’ preconceived agendas. I have heard testimony to this effect from several former employees of said government organizations. I cannot imagine that many road experts hired by the government are in a better position. They might be aware of the latest research and the best methods of building and maintaining roads. But the politicians in charge have strong incentives to just ignore them and do whatever they fancy.

Response to Mr. Merlin Jetton’s Critique of My Essays on Road Privatization – Part 17

I offer the seventeenth part of my response to Mr. Jetton’s critique of my essay, “How to Privatize the Roads: The Mechanisms and Benefits of Road Privatization.”

Mr. Jetton writes: “Mr. Stolyarov points out that California has among the worst roads, despite its favorable climate, and Florida has good roads despite swampy areas (swampy areas are cited as contributing to poor road quality in Louisiana).  This might explain that. Florida has 657 miles of toll roads, the highest of any state. California has 96 miles. Louisiana has 1.5 miles. Do you think that just maybe this has any connection to road quality? He cites I-40 in Oklahoma as a poor road, despite a favorable climate. Well, OK has lots of toll roads, but I-40 is not one of them. (link  I-40 runs E-W in the center.)

It is fair enough to say that the number of toll roads in a state has a connection to road quality in that state and that generally services that are paid for voluntarily or quasi-voluntarily on a per-use basis are more efficiently provided than services that are paid for through a compulsory tax system that charges everyone, irrespective of what roads they use, how much time they spend on them, or what the quality of those roads is. If it is possible to transition all government roads to government-owned toll roads while at the same time eliminating all tax funding of roads and relying solely on tolls, this situation would be an improvement over the status quo. Individual customers will have a greater incentive to be more efficient with their road usage, as the costs of each use will be more clearly visible. Governments will have a greater incentive to maintain road quality and accessibility to traffic, because their toll revenues will depend on these factors.

But while government toll roads are an improvement over tax-funded roads, I see two possible problems arising from them.

First, even with toll roads, government retains a coercive monopoly over road provision. Under a coercive monopoly (the only genuinely harmful and lasting kind of monopoly), prices are permanently higher, and output and quality are permanently lower. Private toll roads, subject to market forces, will thus be an improvement over government toll roads. I am not an opponent of taking the intermediate step, but I do wish to note that it is in fact an intermediate step in a desirable direction. I believe that even further steps should be taken in that direction, however.  

Second, there is little to deter governments from instituting tolls and keeping existing tax funding of roads in place. This is a practical difficulty that might be overcome by packaging road reform legislation together. One part of the reform bill might turn all roads into toll roads, while the other part might repeal all taxes used to pay for roads and thus result in greater real incomes for road users. I suspect that once such a bill is implemented, the vast majority of people will end up paying less in aggregate for roads than they currently do.

Voting for a Third Party Candidate is Not Wasting Your Vote

Few notions are more common in American political discussions today than the idea that voting for a third party candidate is “wasting one’s vote.” This kind of thinking is not only saddening – because it helps perpetuate a disastrous two-party, single-platform political establishment. This kind of thinking is also factually wrong. Third party candidates can have enormous impacts on an election, even if they do not win. But they can even win or replace one of the major party candidates as top contenders for office, as has happened several times in the past.

Consider these notable examples.

In the election of 1860, the Republican Party was a third party. The Republican Party was formed in 1854 at the time when the existing two-party system was comprised of the Democratic Party and the Whig Party. The Whig Party was in decline because its reason for existing – its opposition Andrew Jackson – was no longer current, as Andrew Jackson died in 1845. At the same time, the Democratic Party had fractured into two Southern wings and one Northern wing, leading to the 1860 election having four major contenders – Abraham Lincoln and three Democrats: Stephen Douglas, John C. Breckinridge, and John Bell. Abraham Lincoln – the third party candidate – won the election with 39.8% of the popular vote, despite his name being omitted from the ballots in many Southern states.

I am not fond of Abraham Lincoln or his policies, but clearly his supporters did not think that voting for a third party candidate – for a candidate whose party was only formed six years earlier, no less – was a waste of a vote! They voted on their principles, and they were successful in electing to office the man they wanted to be President.

Another notable third party candidate was Eugene Victor Debs of the Socialist Party, who ran for President five times in 1900, 1904, 1908, 1912, and 1920. He did not win, of course, but he did receive about 6 percent of the popular vote (901,551 votes) in 1912.

Yet take a look at the Socialist Party Platform of 1912. The majority of the measures recommended by that platform has been enacted by subsequent American governments. Eugene Debs had a tremendous intellectual influence on the course of American politics. It was a negative influence, in my judgment, but it still shows just how much influence a candidate can have if he captures 6 percent of the popular vote and leads the major parties to recognize a large voting bloc that is dissatisfied with either establishment option. Then the major parties are much more likely to alter their own platforms in order to try to capture this voting bloc. But if not enough people vote for a third party, then the major parties will not receive such a signal and will instead presume that they have a popular mandate to do whatever they please.

In the election of 1912, Theodore Roosevelt ran as a third party candidate with the Progressive Party. He did not win, but he displaced William Howard Taft as the major opponent of Woodrow Wilson. Taft, the incumbent president, got fewer popular and fewer electoral votes than Roosevelt, and the debates of the 1912 election were largely between Roosevelt and Wilson. Most remarkable about this election was the fact that Theodore Roosevelt created the Progressive Party specifically for the occasion, and it received 4,122,721 votes during its first election. I detest Theodore Roosevelt’s ideas, but his experience clearly demonstrates that a third party can have a colossal impact in an election.

The candidacy of Ross Perot in 1992 is another excellent example of how a good turnout for a third party can influence the political process. Perot received around 18.9% of the popular vote – 19,743,821 votes – among individuals dissatisfied with the growth of government and the rising national debt. As a consequence of Perot’s impressive performance, many Republican party officials recognized that their party was steadily losing support with its base. They adopted many of Perot’s ideas in the 1994 Congressional elections and won under the promise of a Contract With America that would greatly reduce the scope and power of the government and lift many of the most burdensome regulations. Numerous provisions of the Contract With America, most notably welfare reform, were indeed enacted in subsequent years.

As is evident, voting for a third party candidate does not mean wasting one’s vote. Numerous occasions in history have shown just how powerful third parties can be in influencing current and subsequent elections and policies. If you want real political change in accord with your principles, then you should always vote according to your conscience and consider your choices constrained only by your genuine principles.

The ninth and final part of Mr. Stolyarov’s video presentation in opposition to John McCain’s foreign policy ideas discusses the alternative to McCain’s proposals for aggressive interventionism and lengthy occupations throughout the world. This alternative was eloquently stated and defended by Richard Cobden, a British free-trade advocate during the 19th century.  Mr. Cobden showed that free trade and peace are inseparable, and that genuine international security will come “when people have more to do with each other and governments less.” Instead of using crude means (especially aggressive war) in a futile attempt to resolve its foreign policy problems, the U. S. government should simply step out of the way and enable private individuals to use trade and communication in order to find reasons not to hate one another and to benefit through mutual exchange instead.

The eighth part of Mr. Stolyarov’s video presentation in opposition to John McCain’s foreign policy ideas compares these ideas to those of Woodrow Wilson and Franklin Roosevelt, who were each responsible for American involvement in the two World Wars and who engaged in mass murder through conscription, along with imposing totalitarian controls over civilians’ lives at home. John McCain’s ideas are not similar to those of the American Founders and are extremely similar to those of Theodore Roosevelt, Woodrow Wilson, and Franklin Roosevelt. Those who support McCain’s candidacy for President and wish to do so on principle cannot at the same time extol the American Founders and criticize the three statist/war-making presidents above. Rather, to be consistent and principled, one should either embrace the ideas of each of the two Roosevelts, Wilson, and McCain, or embrace the ideas of none of them.

The seventh part of Mr. Stolyarov’s video presentation in opposition to John McCain’s foreign policy ideas draws parallels between the ideas of McCain and those of his admitted role model, Theodore Roosevelt, whose aggressive militarism encouraged some of the first major departures from non-interventionism in American foreign policy. Theodore Roosevelt completely abandoned the ideas of America’s Founders and rejected individual liberty, commerce, “over-civilization,” and “fear of righteous war” as damaging influences. If there is a problem with machismo in the United States today, Teddy Roosevelt is one reason why this problem exists. Another president following Theodore Roosevelt’s philosophy would bring about disastrous consequences of the highest possible magnitude.

The sixth part of Mr. Stolyarov’s video presentation in opposition to John McCain’s foreign policy ideas compares McCain’s views with those of the American Founders – including George Washington and Thomas Jefferson – as well as men such as Andrew Jackson, Grover Cleveland, and Ronald Reagan. All of these individuals largely advocated a liberty-respecting, non-interventionist foreign policy that predominated during the first 130-140 years of American history ((1776-1917) or some subset of that time span, depending on the qualifications that are made). A non-interventionist foreign policy is not an isolationist one and embraces trade and cultural exchange. However, such a policy – which John McCain does not follow – endeavors to avoid entangling alliances and other unfulfillable worldwide commitments.

The fifth part of Mr. Stolyarov’s video presentation in opposition to John McCain’s foreign policy ideas warns that John McCain’s “call for national service” is not just a call for “voluntary” service subsidized by taxpayer funds. Rather, McCain would have compulsory “service” if he could get it. McCain claims to be opposed to drafting people into the U. S. military in “ordinary” conditions, but his opposition to conscription is not a moral one. McCain has explicitly stated that a new World War would justify a draft, and he does not rule out the possibility of a new World War. Moreover, McCain thinks that if an egalitarian draft could be instituted, then he “might consider” imposing such a draft.

The fourth part of Mr. Stolyarov’s video presentation in opposition to John McCain’s foreign policy ideas addresses John McCain’s campaign promises for a “national service initiative” and the inherent contradictions entailed therein. Moreover, Mr. Stolyarov critiques McCain’s call for Americans to “put country first… above all else.” Mr. Stolyarov argues that such thinking rests on the logical fallacy of reifying a collectivity. Furthermore, McCain’s call for sacrifice for “higher causes” is eerily reminiscent of statements made by both Adolf Hitler and Benito Mussolini, which are examined in Part 5 of this presentation. It is perplexing that so many Americans who consider themselves devoted to individual liberty fail to reject John McCain’s candidacy on account of these fascistic sentiments being loudly trumpeted.

The third part of Mr. Stolyarov’s video presentation in opposition to John McCain’s foreign policy ideas discusses John McCain’s psychological comfort with the idea of bombing Iran, as demonstrated by his singing, “Bomb, bomb, bomb Iran” in public. This illustrates McCain’s unfitness for making decisions on delicate, complicated, and serious foreign policy issues. Bombing Iran would only strengthen the Iranian theocracy and rob the United States of the support and admiration it currently enjoys among the youth of Iran. Moreover, bombing Iran would disproportionately kill friends of the United States. This kind of foreign policy blunder, and the willingness to sing and laugh about it, is no laughing matter.
